Marshfield voters rejected the town’s $7 million operational override on September 1, and in doing so exposed the limits of the fiscal architecture towns keep building in anticipation of “yes.” Six days before the ballot, the Select Board and School Committee had signed an elaborate memorandum of understanding — a 68.5 percent school revenue formula, quarterly forecasts, departmental audits, a five-year no-new-override pledge — with the pledge triggered only by passage. The override failed 4,801 to 4,059. The pledge, the one provision voters might have cared about most, never took effect. Everything else in the MOU — the reporting calendar, the audits, the formula itself — now governs a town with $5.6 million in unfunded spending and 75 fewer educators than last year.
The broader pattern this week is towns leaning on structural fixes rather than new revenue to bend their budget curves: Rockland closed a chunk of its deficit by switching insurance carriers, not by cutting programs further than it already had; Whitman-Hanson balanced its books only because it eliminated 65 positions; and Whitman is now staking its entire FY28 budget picture on a single January debt-exclusion vote. Meanwhile, the region’s two highest-profile surveillance rollbacks — Cohasset and East Bridgewater — both trace back to towns discovering that vendor contracts and forfeiture-fund procurement moved faster than public buy-in.
