Plymouth School Committee Unanimously Approves Performance-Based Energy Contract with Ameresco
PLYMOUTH - August 3, 2026 - In a unanimous vote during Monday evening’s virtual meeting, the Plymouth School Committee endorsed the district’s recommendation to enter into a 20-year performance-based energy contract with Ameresco. The strategic agreement allows the district to fast-track large-scale infrastructure improvements and energy-efficiency upgrades across school facilities, utilizing utility rebates and self-funding mechanisms without increasing tax burdens.

Facilities Director Matt Durkee presented the proposed performance-based contract under Massachusetts General Laws Chapter 25A, Section 11I. The action marks the culmination of a months-long public bidding and evaluation process that began in early April. Under the agreement, Ameresco will provide specialized engineering, design, and procurement services to execute high-level energy and building envelope projects—such as HVAC system replacements and roofing—far faster than the district could manage internally.
The contract spans up to 20 years, though Plymouth retains the right to dissolve the agreement at any time with minimal financial risk. Individual infrastructure projects will carry their own distinct sub-contracts. The first effort slated under the partnership is a complete replacement of rooftop units and mechanical controls at South Elementary School. Durkee explained that Ameresco was selected over competing firms due to competitive fee structures, transparent pricing, and close geographic proximity, with a regional office located nearby in Norwell. Furthermore, the company will aggressively pursue utility incentives and grants through providers like Eversource to reinvest directly into Plymouth’s school buildings.
