Pembroke Select Board Ratifies Town Manager Contract Amidst Chair’s Dissent

PEMBROKE - April 8, 2026 - Following a marathon two-hour executive session, the Pembroke Select Board voted 4-1 to ratify a new contract for Town Manager Bill Chenard. The decision was marked by a rare public dissent from Board Chair Tracy Marino, who cited “unresolved performance and conduct issues” as her primary reason for voting against the agreement.

The meeting opened with a somber tribute from Vice Chair John Brown, who announced the passing of Frank Tobin, an 89-year-old veteran and longtime member of the Duxbury Men’s Club. After the Pledge of Allegiance, the Board immediately moved into an executive session to discuss non-union personnel negotiations specifically regarding the Town Manager.
