NORWELL - March 4, 2026 - Norwell Town Administrator Darleen Sullivan officially announced she will not renew her contract when it expires this June, ending a 13-year tenure with the town. The announcement came during a packed Select Board meeting where officials also interviewed the first members of a new Town Hall Reuse Committee and approved a massive $3.1 million slate of Community Preservation Act (CPA) projects to go to Town Meeting, including nearly $1.5 million for permanent restrooms at the high school’s Clipper Community Complex.

Having served the town for over 13 years in various capacities, Sullivan informed the board that she would remain through the completion of the current budget season and the upcoming Town Meeting, officially concluding her service on June 30, 2024. Sullivan noted that while the town faces a “needed override” in the coming years, she believes Norwell is currently in “good shape” with strong leadership across municipal departments.

Following the announcement, the board shifted focus to the future of the “Old” Town Hall, interviewing the first three candidates for the Town Hall Reuse Ad Hoc Committee. The candidates represent a “dream team” of professional expertise:
Kristen Santoro, a licensed chemical and environmental engineer.
Megan Bettencourt, a commercial real estate professional with 10 years of experience.
Tim Jacobs, the current Chief Information Security Officer and a member of the Capital Budget Committee.
The board unanimously appointed all three candidates to the committee, which will work in parallel with the Multi-Generational Facility Committee to find a viable “Option B” for the property should the larger facility project prove too costly.
The meeting also featured a comprehensive review of Community Preservation Committee (CPC) funding requests totaling $3,169,873. The largest single item is a $1,461,458 request for the installation of permanent bathrooms at the Clipper Community Complex. CPC Chair Patrick Kelly noted that the project is complex due to septic and conservation constraints, with engineers currently weighing whether to install a local septic system or pump waste to the school’s existing infrastructure.
Other approved CPC projects moving to the Town Meeting warrant include:
$625,000 for the Community Housing Trust to acquire property.
$500,000 for ongoing town records management.
$475,000 for the rehabilitation of the East Boardwalk behind the middle school.
$15,000 for a design study for the Fog Forest parking area.
Finally, the board received a post-storm update from Fire Chief Dave Kean and Highway Director Glenn Ferguson following a historic blizzard that dropped 30 inches of snow on the town. Chief Kean confirmed that the town is pursuing a federal disaster declaration to recoup emergency costs, though he cautioned that the reimbursement process typically takes years.
