Norwell Select Board Approves $15,750 Opioid Settlement Funds for Outreach, Finalizes New Employee Health Plan
NORWELL — August 5, 2026 — The Norwell Select Board voted unanimously Wednesday night to allocate $15,750 from the town’s opioid settlement reserve to support Plymouth County Outreach (PCO), marking a key initial step in distributing over $395,000 in accumulated municipal abatement funds. Finance Director Christine McCarthy presented the framework for the town’s opioid settlement funds, which stem from statewide legal settlements with pharmaceutical manufacturers and distributors. Massachusetts is projected to receive over $1 billion through 2038, with 40% flowing directly to municipalities to support treatment, recovery, harm reduction, and prevention efforts.

Norwell’s opioid reserve currently holds a balance exceeding $395,000. While the town plans to gather local community data and form a task force to direct long-term spending, McCarthy requested an immediate contribution of $15,750 to Plymouth County Outreach to sustain existing post-overdose deflection and recovery support services. PCO currently serves 27 member communities across the county.
The board also formally ratified an updated health plan agreement negotiated with town employee unions and retirees. Town Administrator Chad Lovett confirmed the agreement will take effect on October 1, with notification packets mailing to beneficiaries shortly. Board members expressed gratitude to municipal employees and labor representatives for working collaboratively to reach a compromise that helps stabilize the municipal budget.
