MARSHFIELD - July 27, 2026 - In a pivotal meeting marking the return of a full three-member governing body, the Marshfield Select Board took definitive steps to reshape town management and fiscal policy. Highlighting the evening, the Board voted 2-1 to appoint Edward Langill as the new full-time Town Administrator, set a September 1st election date for a $7 million operational override, and advanced key Town Charter amendments to the Massachusetts Legislature.

The July 27 meeting commenced with newly elected Select Board member Chris Rohland taking his seat alongside Chair Rick Smith and Board member Eric Kelley, establishing the town’s full board for the first time in several months.
Following public comments, the Board tackled its foremost agenda item: filling the Town Administrator role. The choice came down to two finalists: Edward “Ted” Langill, Chief of Staff in Weymouth, and Peter Caruso, Town Administrator of Millville.
Select Board Chair Rick Smith voiced strong support for Langill, citing his municipal experience in Weymouth and leadership track record.

I believe that based upon his impressive resume, his impressive experience, the respect that he commands throughout the South Shore, the great work that he’s done in the city of Weymouth... he was able to address many of the questions... in regard to what kind of leader he would be to move forward the agenda and the policy initiatives of this board.” — Rick Smith, Select Board Chair
Member Eric Kelley supported Caruso, raising concerns over Weymouth’s high level of development under Langill’s tenure.

Newly seated member Chris Rohland cast the deciding vote in favor of Langill, citing Langill’s experience managing Weymouth’s $227 million budget as key preparation for Marshfield’s operations. The appointment passed 2-1, subject to background checks and contract negotiations. The Board expressed its deep appreciation to Interim Town Administrator Peter Morin for his over 15 months of dedicated service to the municipality.
Moving to structural governance, the Board voted 2-1 (Kelley dissenting) to petition the state legislature for two town charter changes previously approved by voters at Special Town Meeting:
Expanding the Select Board: Expanding the Board from three to five members.
Creating a Finance Director Position: Establishing a dedicated Director of Finance role. (Town Counsel noted this charter amendment will also require a town-wide ballot vote following legislative approval).
