Really strong coverage of a nuanced policy debate. Chair Conley's point about retroactive requiremnts cuts to something fundamental: procedural fairness matters as much as the policy itself. Students who enrolled years ago made decisions based on one set of expectations, and changing the rules mid-stream erodes trust in insitutions even when the new standards might be academically sound.
