Hanover School Committee Ratifies Agreement to Limit Alternative Non-Academic Coursework for Teacher Pay Raises
HANOVER - July 9, 2026 - The Hanover School Committee voted unanimously on Thursday to ratify a new Memorandum of Agreement (MOA) with the Hanover Teachers Association (HTA), establishing stricter academic standards for teacher salary advancement. The agreement is aimed at curbing a growing trend of teachers submitting non-traditional professional development courses for “lane changes”—contractual salary bumps tied to post-graduate education. Under the newly ratified terms, all future coursework used for pay advancement must be applicable toward a formal graduate degree program.

The special morning meeting, called to order at 11:02 AM by Committee Chair Pete Miraglia, focused entirely on resolving an issue that has challenged school administrators for several months. At issue was a “new brand of coursework” that is commercial and professional development in nature rather than academic, but which was increasingly being submitted by educators seeking to move up the district’s salary lanes.
To address this, Superintendent Matthew Ferron explained that the district and the HTA engaged in “impact bargaining” sessions in June 2026 to hash out a compromise.
Under the newly approved agreement:
Grandfathering: Any teachers who have already taken or are currently engaged in these alternative courses will be “held harmless.” All previous lane changes remain fully approved.
Graduate Standards: Moving forward, any coursework submitted for permanent salary lane changes must be applicable toward a graduate degree at an accredited college or university.
Prior Approval: Teachers must now obtain explicit approval from their school principal before enrolling in any course they intend to eventually use for a lane change.
Joint Review Committee: Because of the rapid proliferation of new online professional development products, a joint committee made up of both HTA members and district administrators will meet to collaboratively review and rule on questionable programs or credits.
